Committee recommends bid to council.


St. Robert is closer to getting a pitch and putt golf course after a committee selected a bid for recommendation for the city council.
Meeting Monday, the Park Committee reviewed the six received bids, which ranged in price from $414,308 to $612,500.
While no local companies bid on the project, three of the six that did are based in the state.
The committee ultimately selected Caseyville, Ill.,-based Munie Greencare, which had the low bid.
After accepting substitutions on two items — different grass and a fencing alternative — the cost dropped to $409,388. One substitution, which would have saved an additional $44,326, was rejected.
The greens will be synthetic, and the city had specified the FieldTurf Signature Golf System. Munie Greencare had a possible alternative from a different manufacture, Controlled Products, but according to the city’s project consultant, there is no guarantee the substitution will perform as well as the FieldTurf brand.
Additionally, the consultant, Larry Flatt, pointed out the warranty difference, stating in a memo that, “the warranty offered for the substitute is inadequate and significantly inferior to the FieldTurf product.”
Engineering estimates had the project cost at $479,000. City Attorney Kevin Hillman said Tuesday that while the recommended bid is significantly lower, there should be no quality distinctions.
 “They really wanted this job,” Hillman said of Munie Greencare. “They knew they were being very aggressive.”
If approved by the city council at its Monday meeting, the 9 hole pitch and putt par 3 golf course could move forward as early as January.
Estimated completion is May 27, 2011, and the opening is tentatively scheduled for June or July. Hillman said work would be completed well before the opening, but grass in other areas of the course will have to be grown.
While all indicators point toward the project coming in under budget, the city still has to build a clubhouse, something Hillman said would likely be small and modular.
The course is going to be located off Eastlawn and Marshall Avenue.
