A Newburg man is charged with statutory rape and statutory sodomy after allegedly having sexual contact with a child.

A Newburg man is charged with statutory rape and statutory sodomy after allegedly having sexual contact with a child.

Earnest R. Dobbs, age 70 of Newburg, was arrested on June 20, when it was reported he had sexual contact with a female child, age 10.

According to a release issued by the Phelps County Sheriff’s Department, Dobbs is a relative of the victim and the incident occurred when the victim and her family were visiting Dobbs and another female relative.

The victim alleged in the probable cause statement that she was in bed with Dobbs and the female relative. According to the statement, she woke up and found Earnest Dobbs on top of her with his “bad spot” inside her “bad spot.”

A Child Advocacy Center (CAC) interview with the victim identified these “bad spots” as the victim’s and Dobbs genitals, according to the probable cause statement.

The probable cause statement said the female relative woke up and asked Dobbs what he was doing. Dobbs then said he “had a tick” and got out of bed to go into the restroom. The probable cause statement alleged the victim then left the residence and ran to a neighbor’s house.

The probable cause statement said the neighbors heard screaming outside their residence and found the victim crying outside. The victim reported what had occurred, and one of the neighbors claimed they saw Dobbs driving by in his underwear, looking for the victim, according to the statement.

Dobbs was arrested and incarcerated in the Phelps County Jail with a bond of $500,000.
